By Geoff Andrews, Superintendent of Catholic Schools and Liz Aguayo, Safe Environment Program Coordinator
Every child who enters one of our Catholic schools or parishes deserves to be known, welcomed, protected, and loved.
The Safe Environment Office works closely with our schools, parishes, employees, volunteers, and families to fulfill our Promise to Protect. Together, we seek to educate and care for the whole child: spirit, mind, and body.
Trained and Attentive Adults
Teachers and school employees see students each day and are often among the first adults to notice when something has changed. Our employees receive annual training in mandated reporting, suicide awareness, bullying prevention, and appropriate boundaries with students. Employees and qualifying volunteers also complete Safe Environment training, undergo background checks, and acknowledge the diocesan Code of Conduct.
Possible warning signs may include significant changes in a student’s behavior, grades, attendance, hygiene, mood, or relationships. These changes can have many causes, so employees are trained to look for patterns, listen carefully, and pay attention to what the student communicates through words or behavior.
Their role is to remain attentive and respond appropriately, not to diagnose or jump to conclusions.
Student well-being also extends into the digital world. Changes in mood, sleep, friendships, or school engagement may sometimes be connected to social media, cyberbullying, inappropriate online content, or unhealthy cell phone use. Our schools’ personal-device expectations help students remain present to their teachers and classmates, while our educators work with families to encourage safe, healthy, and responsible technology use. When an online interaction raises a concern about a student’s safety, employees follow the same responsibility to listen, respond, and report when required.
Reporting, Not Investigating
Teachers, administrators, and other school employees are mandated reporters under Kansas law. When an employee has reason to suspect that a child has experienced abuse or neglect, that person must report promptly to the Kansas Department for Children and Families.
Employees do not need proof. They should not investigate, attempt to decide whether a disclosure is true, or wait for permission from a supervisor before reporting. When a child shares something concerning, employees are instructed to remain calm, listen, avoid leading questions, and respond with care.
Employees document the child’s words and their objective observations as accurately as possible. If a child is in immediate danger, they call 911. Otherwise, suspected abuse or neglect may be reported to the Kansas Protection Report Center at 1-800-922-5330 or through the Kansas DCF online reporting form.
After making a report, the employee informs the principal and provides the DCF Intake ID, if one is issued. The principal then shares that information with the Superintendent of Schools so diocesan leadership can confirm that the report was completed. If the concern involves an administrator, the employee follows an alternate reporting route through diocesan leadership.
Internal notification never replaces or delays the employee’s direct report to DCF.
Care Continues After a Report
Making a report is an essential step, but it is not the end of our responsibility. The student may still need to finish the school day, return to class, or face uncertainty about what happens next.
School leaders, counselors, and other appropriate personnel work together to support the student while protecting confidentiality and cooperating with civil authorities. Support may include providing access to a counselor, identifying a trusted adult, or adjusting the student’s schedule or environment.
Our schools partner with families whenever it is appropriate and safe. However, employees should not automatically contact a parent or family member before reporting. If someone in the home may be involved, premature contact could place the child at greater risk or interfere with an investigation.
This is where policy becomes genuine care: protecting the child at the moment of concern and continuing to accompany the student afterward.
Our Promise to Protect is more than a set of requirements. It is a shared commitment among families, educators, parish leaders, volunteers, and diocesan staff. By remaining watchful, reporting concerns promptly, maintaining healthy boundaries, and caring for students after concerns arise, we help every child entrusted to us grow safely in spirit, mind, and body.

Reportar, no investigar

Tác giả: Liz Aguayo, Điều phối viên Chương trình Môi trường An toàn, và Geoff Andrews, Giám đốc Hệ thống Trường Công giáo
